I thought this would be a good topic to discuss since people are coming here every day who are completely new to this.
First, for those who don't know, there is a transfer test available: http://www.chitransfertest.com You can have it emailed to yourself, print it out, and it will give you something to work with to get started. http://www.chitransfertest.com/experiment.html walks you through feeling chi energy and energizing water using the transfer test.
The instructions on the chi transfer test experiment say to hold the center of your palm 2-3 inches above the chi card and to make sure that your open hand is relaxed.
I believe Karl Welz said 65% feel warmth, 30% feel a cool breeze, and 5% won't feel anything. Some also feel tingling in the hands.
I was thinking some of you here who work with chi energy every day, might have some tips to share with those just getting started. I usually tell people if they're trying to feel chi energy, to stop trying so hard. I think it's good to charge water for a while if you're having problems feeling it directly, and drink the charged water. Watch for subtle energy changes within yourself. Keep working with it, but don't try to the point that you frustrate yourself. Most importantly, you shouldn't just decide it isn't working because you don't feel it at first.
